The USAID Global Health Supply Chain Program-Procurement and Supply Management (GHSC-PSM) project will offer procurement and technical assistance in Rwanda to help ensure uninterrupted availability of high-quality health commodities, focusing on those to prevent and treat HIV/AIDS and malaria. The project provides a wide array of health commodity procurement services and related systems strengthening technical assistance encompassing management of all elements of a comprehensive supply chain.

Local capacity strengthening will be a key strategy for strengthening health commodity supply chains, particularly of the following stakeholders:

 

  • The Logistic Management Office of the Ministry of Health, to implement a quality management improvement approach for supply chain operations at district pharmacies and health facilities
  • District pharmacies, to manage the countrywide implementation of a three-month supply of antiretrovirals (ARVs) called the Differentiated Service Delivery Model (DSDM); and to monitor and evaluate the DSDM for supply of health commodities at service delivery points

 

To combat and treat malaria, the project sets a goal to procure 1.5 million long-lasting insecticidal nets (LLINs) and distribute 2.5 million LLINs; and to procure and distribute artemisinin-based combination therapies (ACTs) for home-based management of cases and artesunate for severe malaria.

To ensure sustainability of all of our interventions, we will design and implement activities that incorporate Rwandan government ownership from the onset, and will build in-country capacity through workforce development and organizational system strengthening.

Key activities in Rwanda include:

 

  • Support the performance of the procurement health check at the Central Medical Store, Medical Procurement and Production Division (MPPD)
  • Support the implementation of a quality management improvement approach for supply chain operations at district pharmacy and health facilities, assess MPPD readiness for barcoding, and oversee the procurement and installation of a fire suppression system
  • Strengthen electronic logistics management information system (eLMIS) use at the district pharmacy and health facility levels for efficient inventory management and distribution
  • Work with the Ministry of Health institutions and Rwanda Biomedical Center divisions to establish a demand-driven supply chain system, and increase the ability of the Ministry of Health and MPPD to monitor its performance and make evidence-based supply chain decisions based on increasingly visible, accurate data.
