The USAID Global Health Supply Chain Program-Procurement and Supply Management (GHSC-PSM) project supports the Vietnam Authority of HIV/AIDS Control (VAAC) to procure and deliver HIV/AIDS commodities for the U.S. President's Emergency Plan for AIDS Relief (PEPFAR) in Vietnam. At the same time, the project works to reinforce the Vietnamese government’s capacity to procure and manage commodities for HIV/AIDS prevention and treatment.

We use a participatory approach to build capacity and ensure efforts can be sustained, with the Vietnamese government leading procurement processes to create the long-term systems in commodity quantification, procurement, and forecasting. All of our activities serve as capacity-building opportunities through the direct involvement of government counterparts in these processes, or through training government partners in the systems and tools that GHSC-PSM uses.

Key activities in Vietnam include:

• Maintain a timely and uninterrupted supply chain of quality-assured antiretrovirals (ARVs) for HIV/AIDS patients in Vietnam
• Develop bimonthly distribution plans and quarterly supply planning for PEPFAR orders to help the Vietnam Authority of HIV/AIDS Control (VAAC) and Global Fund Central Procurement Unit staff improve supply planning and management for their own programs
• Build government capacity in key areas such as bidding and procurement, manufacturer and vendor identification and selection, importation requirements, and negotiation
• Work with VAAC to create regulatory conditions, such as standard operating procedures, which will allow for rapid adaptation to changes that may arise and strengthen supply chain management and operation
• Support the Vietnamese government in identifying an effective ARV supply management mechanism using social health insurance funds, with a focus on working with the VAAC and Vietnam Social Security
