USAID’s Midterm Review of GHSC-PSM Released, Notes Project’s “Significant Progress”

Call Out Box for Midterm ReviewUSAID’s Midterm Review of the USAID Global Health Supply Chain Program-Procurement and Supply Management (GHSC-PSM) project reaffirmed the project’s progress in strengthening supply chains and success in providing much-needed access to essential medicines.

GHSC-PSM was created to “ensure uninterrupted supply of health commodities to prevent suffering, save lives, and create a brighter future for families across the globe.”

The Midterm Review, available on the USAID Development Experience Clearinghouse (DEC), assessed the project’s achievement of expected results and identified opportunities for performance improvement. The reviewers measured progress toward the project’s core objectives of improved availability of commodities, strengthened in-country supply chain systems and global collaboration for commodity procurement.

The review assessed savings and efficiencies realized through the implementation of the consolidated design of GHSC-PSM and our approach using available historical data from predecessor USAID supply chain projects and efficiencies realized over the life of the project. The reviewers concluded that the project has made significant progress since its onset in 2016 and realized greater savings in total costs of procurement than previously seen. Operational and organizational efficiency has also resulted in significant cost savings that can be reinvested in commodity and technical assistance budgets.

In particular, the reviewers emphasized that the project has demonstrated high adaptability with a steep start-up. Per the reviewers, “It should be noted that in the private sector, GHSC-PSM would be considered a highly rapid start-up, requiring learning 'on the fly' and a highly adaptive business process culture.”

The findings and recommendations identify opportunities for continuous improvement to enhance procurement services and supply chain technical assistance going forward. GHSC-PSM continues to undertake initiatives to strengthen its core functions and ensure that the project’s organizational and operational structure is flexible and responsive to the needs of beneficiaries.

With a project end date of November 2023, GHSC-PSM continues to engage with USAID to define innovative ways to strengthen supply chain systems and ensure a consistent, reliable supply of life-saving commodities to programs.
